Codex Alimentarius: Can food labels be harmonized internationally?

M. MANSOUR, FDA/Healthcare Regulation Practice, Morgan, Lewis & Bockius LLP, 1111 Pennsylvania Ave. N.W., Washington, DC 20004

The growing number and variety of labeling proposals before Codex Alimentarius, coupled with the increasing number and sophistication of labeling regimes in member countries and the plethora of languages in which label information must appear, is challenging the notion of international labeling harmonization as never before. This presentation will examine some of the major labeling initiatives, their origin, and their status in Codex Alimentarius as well as in organic member country law, and will provide insight regarding future trends toward or away from internationally harmonized labeling. Examples of labeling laws and proposals, their progress and implications, will be presented as well as discussion of the effects on government, industry, and consumers. The presentation will conclude with an assessment of what future trends the industry may expect in labeling, and what effect these could have on the desire for a harmonized international system as well as on the food trade in general.
