Nutrient content claims for the carbohydrate content of food

Six petitions have been submitted to the Food and Drug Administration (FDA) requesting that the agency authorize use of food label claims which characterize the amount of carbohydrates. Currently FDA regulations prohibit the use of such claims. The petitions were submitted by Kraft Foods North America, Inc., ConAgra Foods, Inc., Grocery Manufacturers of America, the Center for Science in the Public Interest, Unilever United Sates, Inc., and Frito-Lay, Inc. They requested that the FDA amend its food labeling regulations to define terms for use in nutrient content claims that characterize the level of carbohydrate in foods. In addition, a petition submitted by National Starch and Chemical Company, requested that FDA amend its nutrition labeling requirements related to the declaration of total carbohydrate content of foods. A petition submitted by Carbolite Foods, Inc., requested that FDA issue enforcement policy guidance for use of the term “net effective carbohydrate” and similar terms in food labeling. FDA's responses to these petitions will be discussed.
